HME is a standard measure of engagement conducted across Swedish municipalities, regions, and government agencies. One purpose is to have comparable measures regardless of the organization and provider.
HME consists of three sub-areas: motivation, leadership, and governance.
These sub-areas are important for creating favorable conditions for sustainable employee engagement. Each sub-area contains three questions, totaling nine questions for HME.
The nine questions pertain to the nationally comparable measurement of Sustainable Employee Engagement (HME) conducted by the municipality in collaboration with the Swedish Association of Local Authorities and Regions (SKR) and the Council for the Promotion of Municipal Analyses (RKA).
